The Plan Commission is working on a new sign code with a goal of addressing many of the issues raised since the last major rewrite in 2007. The Plan Commission is interested in your opinions on the draft before it proceeds to public hearing. Please plan on attending the March 10 meeting to be part of the discussion. The Village of Sister Bay is starting the search process for an engineer to undertake a series of improvements to the downtown business district. The attached Request for Qualifications outlines the work tasks and the time line for the project. The Village’s intranet site has approximately 76 documents that relate to the project that can be reviewed and downloaded. They include reports, maps, engineering preliminary designs and memos related to the project. The RFQ includes the link to access the information. The Village’s intranet site at http://intranet.sisterbay.com under the Documents Section, Village Projects Subsection, Bay Shore Reconstruction Project list includes all the documents. The hope is that the availability of all the information will give engineering firms a better grasp of the work to be done.

The Plan Commission will hold a public hearing on July 15 at 5:30 on an zoning code ordinance that will establish regulations for all restaurants inlcuding formula restaurants and an ordinance revising conditional use permit requirements. The drafts are to the left under Public Notices.

The proposed Zoning Code text amendments permit the keeping of certain non-domestic animals by conditional use in the R-3 District and establish new standards for determining different levels or types of non-conforming uses and non-conforming structures. All interested persons are urged to attend and give testimony.

A proposed moratorium on the issuance of zoning permits and conditional use permits for drive-in and drive through restaurants except the current Subway restaurant proposal. Through the efforts of the Door County Real Property department the Village is able to post on line the plat maps for the Village on the site. Village officials, in conjunction with the SBAA will be sponsoring a Village Logo Contest and is requesting submissions from the many talented individuals in Door County. Judging of all logo submissions will take place at the D.C. Festival of the Arts on Saturday, August 15, 2009. A cash prize of $250 will be awarded to the creator of the winning logo. On June 9, 2009 the Village Board passed Ordinance No. 151 which amends the Fire Prevention and Protection regulations contained with the Municipal Code. In particular Section 22.3 - Adoption of Fire Safety Regulations was amended, and Section 22.20 - Fire and Explosive Hazards, was created. Section 22.20(c) states that the storage or sale of fireworks as regulated by Wis. Stats., Section 167.10 shall not be permitted in the B-1, B-2 or B-3 Zoning Districts. The only exception to this rule is that an agent of the Village with the appropriate permit for a fireworks display may store fireworks for not more than 96 hours consistent with prescribed regulations.

Due to operating losses experienced by the Sister Bay Sewer Utility over the past 3 years, the Sister Bay Village Board voted to increase sewer rates effective June 15, 2009. The affect of this increase on the average residential customer using 10,000 gallons of water per quarter will be that quarterly billings will increase by approximately 29%. This translates to about $12.00 per month.
 
A copy of the revised rate schedule is attached.

The Northern Door Community Garden in Sister Bay is ready for planting, and any and all Northern Door gardeners who do not have access to a garden plot of their own are encouraged to participate. The garden is a cooperative effort between the Village and local residents who have volunteered their time and energy to this worthwhile project, which is co-chaired by Jeff Meyer and Neil Teske.

Sealed bids will be received at the Administration Office until 2:00 P.M. on the 30th day of July, 2009 for the sale of the single family one bedroom home which is commonly referred to as the "Casperson House". The home is located at 10707 N. Bay Shore Drive and must be moved off the property by December 31, 2009. The Sister Bay Plan Commission in conjunction with DCEDC is gathering information on and evaluating the need for workforce housing options in Northern Door County.  The Village of Sister Bay is exploring options to develop Village-owned property into affordable housing for individuals working in the Gibraltar School District area.  This area includes; the Villages of Sister Bay, Ephraim, and Egg Harbor, the Towns of Liberty Grove, Gibraltar, Egg Harbor, and the communities of Ellison Bay, Gills Rock, Baileys Harbor, and Fish Creek. 
 
We are requesting your assistance in evaluating interest in this project by filling out the survey. You can download a copy of complete the online edition which appears at the bottom left of this screen. You must be 18 years of age or older and work in the Gibraltar School District attendance area.  Your responses will help us analyze employee housing and income characteristics in order to develop an appropriate mix of housing types.  All information given is strictly confidential and will not be shared with any outside agency or person. They will include a renumbering of the existing code chapter, a new ordinance prohibiting graffiti vandalism and requiring abatement by the property owner. A new ordinance establishing standards for property maintenance relating to the exterior condition of buildings and yards. The State of Wisconsin with the adoption of Act 72 of 2007 changed the publication requirements for ordinances to allow for a summary notice to be published in the newspaper. The summary notice must include certain information plus the main points of the ordinance. A new section has been created in the Official Documents section to include copies of the original ordinances in their entirety as approved by the Board.

At the last meeting the Committee asked the consultant to compile all of the changes and revisions into one document. This is the draft that the Committee will be evaluating for final approval. The total document is 25 megs in size and has been broken down into smaller files. Several are large and will take time to download. Vol 2 Chap 12 part 1 = 5 megs, Vol 2 Chap 12 part 2 = 4 megs, Vol 2 Chap 13 = 2 megs, Vol 1 Appendix = 3.5 megs. The other chapters are under 1 meg in size. Please give the system time to download the files. A paper copy is available for inspection only at the Administration Building. The next CUPAC meeting is scheduled for May 19 at 5:30 pm.

Ord 136 will update the standards for fire sprinkler systems, Ord 137 will re-establish the Sister Bay Liberty Grove Fire Board as an intergovernmental commission and Ord 138 will change the standards for the R-4 zoning district and incorporate development agreement standards into the zoning code.

The Tourism Zone has exceeded its expected collections and once a community reaches $300,000 in collections it is entitled to have two members on the Commission. I expect the Sister Bay collections to exceed $300,000 with the October collections. Denise Bhirdo the Village President is interested in being contacted by individuals who live in the Village and who are innkeepers or engage in transient rentals. Individuals who are already members of the Door County Visitor Bureau board of directors are not eligible to be selected. The position is uncompensated other than for mileage. At the current time the Commission meets monthly on the third Thursday of the month at 9:00 am. The meeting locations vary between the different member municipalities. The meetings usually last about three hours. The Village’s intranet site contains information on the Tourism Zone, meeting agendas and meeting minutes. Please feel free to contact me if you have any questions about the Commission.

DNR has sent a letter to the Harbor Shoals developer that the proposed marina expansion project is being dismissed at this time because the requested additional information was not provided. This means there is no longer an application under consideration, but an application could again be submitted in the future.

The Sister Bay Board of Trustees approved the 5.5% room tax on lodging last night. The tax is paid on all lodging expenses at hotels, motels, condominium hotels, cottages and homes that are rented for time periods less than 30 days at a time.

The Village held the first information meeting on the proposed 39 slip marina expansion for the reconstructed Harbor Shoals condo project formerly Helms Four Seasons. The tentative plan is to demolish the existing hotel and reconstruct it before next summer. The developer has proposed a 39 slip marina adjacent to the Village beach. 60 residents appeared at the first meeting to hear details of the project. The project must first obtain DNR approval before it can be presented for consideration to the Plan Commission and Village Board. The DNR representative indicated that she would not act on the project until the application is complete. She estimated that the review would be completed in February or March depending upon the consultant. The Village will provide notification of any future meetings on this site.

The Committee has completed it's initial review of the storm water portion of the plan and is awaiting a draft ordinance to incorporate new standards for erosion control and post construction storm water management. The Committee has tentatively agreed that the conversion of the two zone water system into a one zone system coupled with an additional 150,000 gallon water tower located at the Wastewater Plant will improve fire protection in the service area. The November 6 and 20 meetings will cover the proposed sanitary sewer collection system. The goal of the committee is to complete the draft by the end of 2006.

There are new plans available on the developer projects section of the site reflecting the latest proposals for the Gage Marina Landing project. The Plan Commission will be asked to schedule a public hearing on the conditional use permit request at its meeting of November 16 at 5:00 pm.

The Harbor Shoals condo development (formerly Helms Four Seasons) is planning a large marina project adjacent to the Village beach. A meeting is planned for 3:00 pm on October 9th at the South Fire Station to hear more about the project, its impacts and how the DNR will review the proposal. The developer projects listing for Harbor Shoals will contain more information as it is available.
